The Conflict Alert 2019 Report highlights the decline of violent incidents in Muslim Mindanao in the Southern Philippines after the Marawi war and amid continuing extremist violence events, the impact of the State’s continued implementation of martial law in the region, and its implications, especially on the strengthening of the Bangsamoro sub-state.

It reveals three important findings: (a) The imposition of martial law was an important reason behind the fragile peace that people in Muslim Mindanao currently enjoy; (b) this fragile peace has created positive conditions for development planning and action in the short term; (c) the rise in multi-causal conflict that is primarily based on identity reveals serious divisions in Mindanao society that undermined political authority and paved the way for violent extremism to flourish.

Conflict Alert has monitored subnational conflicts in the Philippines since 2013. Its annual reports serve as valuable resource for policy makers, planners, and peacebuilders in designing programs and projects that address violent conflict. Developed and maintained by International Alert Philippines, it receives support from the World Bank and the Australian Department of Foreign Affairs and Trade.

About the Speaker
Nikki Philline C. de la Rosa is country manager of International Alert Philippines. She has over two decades of professional experience in politico-economic research and program management, working with international and local NGOs, and academia. She holds an undergraduate degree from the University of the Philippines, and an MSc in Development Studies (with distinction) from the London School of Economics. Nikki co-authored the section “Robustness in Data and Methods: Scoping the Real Economy of Mindanao” in Alert’s publication Out of the Shadows: Violent Conflict and the Real Economy of Mindanao, which won the 2017 Philippine National Book Award for social science.
